From France to Europe: APP 3018, a model for combating cyberbullying

The 3018 application is now a benchmark operational model in the fight against cyberbullying of children and teenagers. Designed to respond to the most complex situations, it not only makes it possible to report content and preserve evidence securely, but above all to provide comprehensive and ongoing care for victims beyond the digital environment.

A tried and tested approach, included in the European Action Plan

It is this approach, which has been tried and tested since 2022, that has led the European Commission to draw direct inspiration from it in its Action Plan against cyberbullying presented at the Safer Internet Day. The plan provides for the roll-out in all Member States of a European application based on the same principles: easy access to help via chat, secure reporting, preservation of evidence and links with support services.

Presentation to the European Parliament and ongoing dialogue with the institutions

On this occasion, the e-Enfance/3018 Association, represented by Justine Atlan, Executive Director, was invited to the European Parliament to present its tool, which is based on the realities on the ground and the practical needs of victims and their families. This invitation is a continuation of the exchanges already underway with the European institutions, where at the end of 2025, the Association had the opportunity to present the application and role of 3018 to the European Commission and in particular to European Commissioner Glen Micallef, who is behind the Action Plan against cyberbullying.

European recognition and long-term cooperation

A member of the Better Internet for Kids (BIK+) programme and the Safer Internet Network since their inception, the e-Enfance/3018 Association welcomes this action plan and is delighted to see that a scheme directly inspired by 3018 is to be deployed in all Member States. This European recognition is a step towards more uniform protection for children. children and cyberbullying. It is also part of a long-term cooperation dynamic, as the first version of app 3018 was developed and consolidated with the support of the European Commission as part of European policies to protect children online.

Moderation is not enough

What's more, this plan serves as a reminder of an essential reality: content moderation by platforms is not enough. In many situations, it is only the first step. Given the seriousness of certain cases and the risks identified, protecting victims requires a response that goes far beyond the digital environment alone.

Comprehensive, coordinated and continuous care

This is precisely the role of 3018 and its application, which enable cyberbullying situations to be dealt with in a comprehensive, coordinated and continuous manner. The system aims to guarantee the safety and support of victims over the long term, by combining psychological counselling, emergency management, referral to the relevant services, including child protection services where necessary, and legal support, in particular for information on rights, help in filing a complaint and gathering evidence. This integrated approach is based on close coordination between institutional, educational and local players and, when the situation requires it, on the mobilisation of the competent authorities.

Contribution to the European Plan and appeal to Member States

Fully committed to the implementation of the European Action Plan against cyberbullying, the e-Enfance/3018 Association will actively contribute to the work on the guidelines on trusted alerts as the first recognised trusted signaller.

On the strength of its expertise in the field and the prevention work it carries out with children, teenagers, parents and professionals, the Association will also help to strengthen prevention resources and training in cyberbullying for educational, health, sports, legal and law enforcement players, as provided for in the Plan.

Lastly, it calls on the Member States to take full advantage of this plan, in particular by allowing national online safety applications to be integrated into the reporting and platform support tools, which is essential if reporting is to be simpler, more effective and genuinely protective of children and young people.
