The e-Enfance / 3018 Association's commitment on a European scale

The Insafe network: a comprehensive network to support young people throughout the European Union

The Insafe network is a European mechanism coordinated by the European Commission as part of the programme Better Internet for Kids (BIK+), launched in 2008 to promote a safer Internet for young people. This network brings together helplines set up in various European Union countries to respond to situations of digital violence.

The objective of Insafe : enable each country to have national mechanisms in place to listen to and support young people facing online risks, and cooperate at European level to share data, resources and best practices.

The role of the Association e-Enfance / 3018 in the Insafe network

Since the launch of the Better Internet For Kids programme, the European Commission has entrusted the e-Enfance Association / 3018 the creation and running of the French helpline. 3018 has become an integral part of the European Insafe network.

As such, 3018 actively participates in European work., collaborates with counterparts in other countries and, thanks to its recognised expertise in protecting minors online, makes a vital contribution to improving coordinated responses to cyber violence.

The Safer Internet France (SIF) consortium: the French version of the European programme

In France, participation in the Better Internet for Kids programme is led by the Safer Internet France (SIF) consortium, which brings together three stakeholders:

  • 3018: helpline and reporting service for cyberviolence
  • Point of Contact: reporting platform to facilitate the removal of illegal content online
  • Internet Sans Crainte: resource and training centre for prevention and awareness

Together, these three structures ensure comprehensive coverage of the European programme's missions in France: protecting, reporting and educating.

The 3018, a model that inspires Europe

The app 3018 is now a reference model in the fight against cyberbullying of minors on a European scale.

Its approach - simplified reporting, secure storage of evidence and personalised support for victims - was directly inspired by the European action plan against cyberbullying.

«The 3018 application is one of the most effective systems I've seen in operation. It's an application that collects feedback from victims of cyberbullying and stores the information in case it needs to be used, while relying on a team of professionals able to provide advice and support to victims when necessary. It's the best tool I've seen to date.»

- Glenn Micallef, European Commissioner for Intergenerational Equality, Culture, Youth and Sport, at the presentation to the European Parliament of the Action Plan against cyberbullying as part of Safer Internet Day 2026.
