Discover the e-Enfance / 3018 Association
Taking action against digital harassment and violence
Established in 2005 and recognised of public utility, every year, the e-Enfance / 3018 Association raises awareness about 200 000 children, adolescents, parents and professionals on issues relating to harassment and digital practices. With the 3018, she supports young victims and witnesses of digital harassment and violence.
Prevention, the cornerstone of our work. Approved by the Ministry of National Education and Youth, the Association works daily to raise awareness in primary and secondary schools, in extracurricular settings and among students. It educates parents, professionals, peers and partners about the risks and responsible use of the internet.
The 3018, a unique response. The listeners support young victims of bullying, cyberbullying and other forms of digital violence, as well as parents and professionals in their educational role. Open seven days a week until 11 p.m, 3018 is a free and confidential service that allows you to report and have any harmful content or accounts removed within hours met on the Internet or on social media.

Our means of action
Several means of action in the service of a mission recognised as being in the public interest: protecting minors on the internet and educating them about digital citizenship.
- Awareness-raising activities To prevent harassment and promote responsible digital use by informing people about the risks. Initiatives targeting young people, parents, childcare professionals, our peers and our partners.
- Training courses with professionals and partners on young people's digital habits and online violence: Gendarmerie, Police, Youth Judicial Protection, National Education, University Hospitals, Teenage Centres, Centres for People with Disabilities, Medical-Psychological Centres, etc.
- 3018, a unique response and personalised advice with the dedicated number for young victims and witnesses of cyberbullying and online violence. As an official partner of the French Ministry of Education in the fight against bullying among students, 3018 is a trusted reporting service for social media platforms, enabling harmful content to be reported and removed within hours.
- A commitment to public debate strengthened partnerships with institutional digital players and qualified independent authorities (CSA, CNIL, Hadopi, the Defender of Rights, etc.); proactive approach towards public authorities and child protection agencies.
- Mobilisation at the heart of the protection system minors on the internet: founding member and committed participant in public collectives and initiatives: cybermalveillance.gouv.fr, Fédération Addiction, La Voix de l’Enfant, Resource Centres for Professionals Working with Perpetrators of Sexual Violence, Regional Centre for Information and Prevention of AIDS and Youth Health, EducNum, Educadroit, etc.
An experienced management team
Justine Atlan
Chief Executive Officer
29 years of experience, including 16 years in the digital world and child protection.
A lawyer by training, she is trained in family mediation and is a member of ARCOM's committee of experts on young audiences, the Ministry of National Education and Youth's national committee of experts against harassment, the advisory expert panels of the main social networks, and the Digital Renaissance think tank. She has been awarded the National Order of Merit. In October 2024, she was ranked 24th in Politico's list of «42 people who matter in tech”.
Samuel Comblez

Child and adolescent psychologist
21 years of experience in the field of child protection. Former listener for Fil Santé Jeunes, 3020 and Inter Service Parents, and first national psychologist responsible for suicide prevention in French prisons. He is the author of «La sexualité de vos adolescents, en parler, ce n'est pas si compliqué ?» (Your teenagers« sexuality: talking about it isn't that complicated) and co-author of »Osez parlez de sexe à vos enfants" (Dare to talk to your children about sex).»
Charlotte Collonge
Director of Prevention
Nearly 10 years of experience in the prevention of violent extremism and radicalisation. She worked as a journalist before moving into political and institutional communications, notably at the Interministerial Committee for the Prevention of Delinquency and Radicalisation (CIPDR). Charlotte worked as a strategic communications expert within the European Commission's Radicalisation Awareness Network (RAN PS).
Alice de Montoussé
Chief Financial Officer
With 21 years of experience in Finance and Management Control, he has developed his skills in a wide variety of sectors, from the automotive industry to fast food and mobile telephony. Formerly Franchise Financial Controller at Burger King.
Natacha Budin
Director of Communications and Partnerships
30 years of experience in brand and corporate communications, gained in communications consultancies, companies and associations. Previously Director of Communications for the Unis-Cité Association and AND – SC2S (Senior Citizens Solidarity Civic Service).

The 3018 is now accessible 7 days a week from 9 a.m. to 11 p.m.
