Notre plaidoyer (ancienne version, obsolète)

Safeguarding children’s rights in the digital age

Since its inception, the e-Enfance / 3018 Association has been working to ensure that children are protected from digital violence and bullying to the same high standard in every aspect of their lives.

OUR COMMITMENT

Bringing the realities on the ground to the forefront of public decision-making

Every day, the teams at 3018 support children, young people and their families who are facing cyberbullying and online abuse. By analysing reports, identifying emerging trends and evaluating the support provided to victims, the Association helps to document the risks to which minors are exposed and the shortcomings of existing protection measures.

Turning this practical expertise into concrete recommendations to drive change in public policy and the practices of digital sector stakeholders is the guiding principle of our advocacy work.

The best interests of the child at the heart of the digital world.

Situated in the heart of the Convention on the Rights of the Child (CRC), our advocacy work aims to bring about changes in public policy and the practices of digital sector stakeholders in order to ensure that minors have a suitable environment à their needs, which respects their fundamental rights and promotes their personal development.

Our aim is to ensure that the best interests of the child and the effective realisation of their rights are central considerations in the design, regulation and roll-out of digital services.

WHAT WE DO

Bringing about change in public policy and the practices of digital sector stakeholders

Our advocacy is based on three complementary approaches, implemented at local, national and European level.

01.

Engaging public authorities

Through its hearings, legal analyses and contributions to legislative and regulatory work, the Association provides its expertise to parliamentarians, institutions and regulatory authorities to help shape, implement and evaluate public policies on child protection and digital issues.

The Association also plays an active role to advisory bodies and the work of independent administrative authorities (Arcom’s Expert Committee on Young Audiences, founding member of the CNiL’s EducNum collective, member of the board of the National Gaming Authority (ANJ), member of the board «Defence and Promotion of Children’s Rights» of the Defender of Rights, member of ClVISE….).

02.

Empowering digital stakeholders

A pioneer in the protection of children online for over twenty years, the Association
e-Enfance / 3018 keeps pace with major developments in digital usage and services and maintains a technical dialogue
regular contact with the platforms. Appointed as the first a trusted signalman in France
by Arcom in November 2024, It is now the most trusted reporting platform, forwarding the highest volume of reports to social media platforms in Europe.
This role gives him a unique insight into the moderation practices of
platforms, the mechanisms through which online violence is disseminated, and the difficulties faced by victims in obtaining effective protection.

The Association is therefore working to ensure that digital sector stakeholders fully integrate the protection of minors from the very design stage of their services and throughout their roll-out.

03.

To act as a watchdog and raise public awareness

Through its policy statements, public statements and the organisation of institutional meetings, the Association
acts as a whistleblower on developments in digital usage and the risks to which minors are exposed.
It helps to to bring to the attention of public opinion and the realities of violence digital technologies, their impact on children and the wider issues surrounding their protection in order to stimulate public debate and identify appropriate solutions.

OUR COMMITMENTS

Our four areas of advocacy

Our work is structured around four key areas based on the rights enshrined in the Convention on the Rights of the Child.

01

Preventing and tackling harassment in all its forms

The Association works to promote a better understanding of the dynamics of bullying, whether it takes place online, at school or in settings both within and outside school. It advocates for a coordinated response from the relevant stakeholders, better support for victims, bystanders and perpetrators, and the strengthening of prevention measures to tackle all the underlying causes of such violence.

02

Ensuring the protection of minors from online violence

Confronted on a daily basis with the violence suffered by minors online, the Association is working to strengthen their protection against all forms of online violence. It advocates for stricter regulation of digital services, the effective enforcement of platforms’ obligations, and improvements to mechanisms for reporting and removing content, as well as for supporting victims.

03

Protecting children’s health in the digital age

The Association is raising the alarm about the consequences of digital violence and inappropriate use on the physical and mental health of children and young people. It is campaigning to ensure these issues are fully integrated into health policies and to promote the responsible design of digital services, particularly in light of attention-grabbing mechanisms and the new risks associated with artificial intelligence.

04

Promoting the right to information, participation and digital literacy

The Association advocates digital literacy from an early age, based on access to reliable information,
a pluralistic and appropriate approach, as well as on the development of children’s critical thinking skills. It also works to
to safeguard their right to access information, to express themselves freely and to participate in decisions that affect them, including in digital spaces.

OUR PROJECTS

An advocacy campaign in France and across Europe

Contributing to the development of the legislative and regulatory framework

The Association is involved in parliamentary and institutional work relating to the protection of minors, the fight against online violence and the regulation of online services.

In 2025, she was, amongst other things, called to give evidence before the National Assembly’s select committee of inquiry into the psychological effects of TikTok on minors, legislative work relating to gender-based and sexual violence, and parliamentary discussions on young people’s early exposure to screens and social media.

These contributions help to bring the findings of the 3018 study to the attention of decision-makers, to identify the limitations of the existing legal framework, and to advocate for measures tailored to the realities of the violence suffered by minors.

Strengthening the regulation of platforms and the enforcement of European law

The protection of minors online is a European issue that calls for coordinated action between Member States, institutions, regulatory authorities and civil society organisations.

In its capacity as a trusted flagger, the Association contributes to the effective implementation of the European Digital Services Act (DSA) by reporting any breaches observed in platforms’ practices and making recommendations to strengthen their protection obligations.

It also works with the European Commission, particularly on initiatives relating to the protection of minors online, age verification and the design of safe, child-friendly digital services.

As the French helpline within the European Insafe network, the Association is involved in
the Better Internet for Kids (BIK+) programme and contributes to the sharing of best practice and to European discussions on the protection of minors.

Anticipating new risks and promoting protection tailored to technological developments

The Association pays particular attention to emerging trends and technologies that could transform the risks faced by minors
are on display.

In particular, she continues to campaign for a age verification that is reliable, proportionate and respectful of fundamental rights, an essential condition for effective protection against minors’ exposure to content
inappropriate, particularly pornographic.

In the face of the development of artificial intelligence
As well as generative AI and chatbots, it also advocates for specific safeguards for minors, based on prior risk assessment, information that is adapted to evolving circumstances, the prevention of manipulation or artificial attachment mechanisms, and the possibility of human intervention.

The challenge is to ensure that new digital services take into account children’s rights, safety and development needs from the design stage right through to their roll-out.
