Nearly 20 years promoting the protection of minors
on the Internet
Founded in 2005, the e-Enfance Association was born out of the conviction that the Internet, without age verification or monitoring, can be a dangerous place for children. It therefore works to prevent these new risks and enable children to grow up with their rights respected, in an increasingly digital world, “so that the internet gives children every opportunity”.
Co-founded by Beatrice Copper-Royer, a clinical psychologist specialising in childhood and adolescence, and Christine du Fretay, a business leader, the Association carried out its first initiatives on children's exposure to pornography, parental control, inappropriate encounters and screen time. It subsequently became involved in the fight against all forms of digital violence which are developing with the creation and rise of social media and smartphones, profoundly affecting young people's mental health.
The e-Enfance Association quickly realised that it was essential to’advancing with both political power and tech giants, to make concrete progress in the fight for the effective rights of minors online. Firmly convinced that this social struggle unites people and transcends partisan divisions, the Association has been working for the past twenty years with public authorities, private companies, both in the digital sector and in philanthropy, and all associative and institutional actors child protection.
2005 - The year the Association was founded
e-Childhood
The founding document: the charter with Internet service providers (ISPs)
Since 2005, the e-Enfance Association has been committed to in favour of’stricter control at source, directly from Internet service providers.
In September 2005, in the daily newspaper Le Parisien, she warned: “Public authorities must take action to ensure that Internet service providers automatically include a system for filtering websites that are inappropriate for children in all their packages.”.
A month later, ISPs commit by signing a charter with the Minister for Family Affairs, Philippe Bas of Dominique de Villepin's government, to propose free parental control features to all their customers. This monitoring software meets a series of criteria defined jointly with the e-Enfance Association and public authorities.
Following the signing of this charter, e-Enfance is responsible for conducting annual tests on ISPs, the prompting the proposal of increasingly protective solutions.
2006 - The year of the first interventions in schools
The e-Enfance Association: a pioneer in interventions in schools
Faced with the emergence of problems related to the use of the Internet by children and adolescents, the e-Enfance Association is committed to digital prevention and education initiatives by reaching out to teenagers in schools. Through innovative educational programmes, it raises awareness among students, as well as professionals and parents the potential risks of digital technology for young people and responsible use. Since then, the e-Enfance Association has continued to strengthen its commitment to prevention and education in all places where children and teenagers gather, in order to help create a healthy and secure digital environment.
Since then, the e-Enfance Association has reached nearly 200,000 people per year through its prevention workshops in the field.
2007 - The year of the first media coverage
A first national campaign
In April 2007, The Association is launching a shock awareness campaign on television and in films, aimed at warning of the dangers of uncontrolled Internet use.
There are three adverts featuring the voice of Jean Reno : «This morning, Kamel and Lucas discover sadomasochism,» «Thanks to her blog, Louise is going to star in a porn film,» and «In her bedroom, Sarah learns how to become anorexic.» A shocking campaign that marks a real turning point for the Association, propelled onto the media scene at a level national.
Launch of the DVD «Children and teenagers: Internet safety»
In December 2007, the e-Enfance Association released the DVD «Children and teenagers: safe internet use» with Yannick Noah and Hélène Ségara. This educational film, designed for raise parents' awareness of the risks of the Internet, begins like a game show such as «Who Wants to Be a Millionaire?», then continues with a report and expert advice. A truly innovative approach for its time.
Justine Atlan joins the Association
2007 also marks the arrival of Justine Atlan, a lawyer by training and trained in family mediation. An iconic figure of the e-Enfance Association / 3018, She took over as director two years later, in 2009.
2008 - The year Net Écoute was launched
Net Écoute, the first helpline dedicated to minors facing problems on the internet
At the instigation of the European Commission, in December 2008 the Association launched Net Listening, the national toll-free, anonymous and confidential helpline for young victims of digital violence. Inaugurated by the Michèle Alliot-Marie, Minister of the Interior, and Eric Besson, Minister for the Digital Economy, in François Fillon's government, lThe helpline aims to provide support and advice on issues related to the safety of children and young people online: minors' exposure to pornography, sexual predators, sextortion, cyberbullying, screen addiction through MMORPG video games, etc.

The European Commission appoints Net Écoute Helpline Française as part of the "Safer Internet" programme"
The European Commission launches the programme Better Internet for Children and entrusts the e-Enfance Association with the creation of the French helpline.
Under the name “Safer Internet”, The programme (which later became Better Internet For Kids – BIK) consists of two action networks working to make the internet safer for young people: the awareness and the care (INSAFE network) and the combating child sexual exploitation material (INHOPE network). In each European country, a consortium is designated to create a awareness programme (awareness), reporting child sexual exploitation content (hotline) and supporting victims of digital violence (helpline).
Safer Internet France thus brings together the Tralalère company who operates the Internet programme without fear of raising awareness, the Association of Internet Service Providers (AFA) which have pooled their legal obligation to report illegal content in the form of a Contact point, and the e-Enfance Association.
Behind the door... The interactive film Net Écoute
On 1 January 2008, 4.4 million children aged between 13 and 17 were registered on Facebook. (National Institute of Statistics and Economic Studies (INSEE).
That same year, the e-Enfance Association produced the video “Behind the door… The interactive film netecoute.fr” presenting various situations where the internet can be dangerous for teenagers. Indeed, this interactive video allows us to influence the rest of the video through our choices and thus see what happens depending on the decisions made.
Genuine awareness campaign aimed at children, This is the first interactive prevention video in France, marking a major innovation in the field. Broadcast on YouTube to reach as many young people as possible, it is produced as a series with different scenes depending on the chosen scenario. Actors take on different roles, allowing viewers to choose the ending based on the sequence of each scene.
2009 – The year of Net Écoute chat, a major innovation
Launch of Net Écoute chat service
To get closer to the habits of children and teenagers, the e-Enfance Association launches the chat version from Net Écoute on the Association's website. The chat room enables young victims to chat live with a psychologist, lawyer or digital specialist, trained in the protection of minors. It is the first helpline in France to offer its users a chat service.
First study by the e-Enfance Association
In 2009, the Association conducted its first study, unot survey with IPSOS on the Internet habits of young people aged 9 to 17 :
88% of them own a games console and 65% own a mobile phone.
An agreement between Europe and social media
On the occasion of Safer Internet Day (SID) 2009, the e-Enfance Association and the heads of the most important social networks used in Europe are brought together by the European Commission (Luxembourg) to discuss the protection of privacy of minors. Alongside Viviane Reding, then European Commissioner for Information Society and Media, 17 platforms signed a interprofessional agreement (SNS principles) in order to commit to implementing concrete measures to enhance the safety of minors.
What is Safer Internet Day?
The Safer Internet Day is the international day For a safer Internet initiated in 2004 by the European Commission as part of the programme of the same name and launched in 14 countries of the’European Union, including France. Organised by the Safer Internet consortia of the various countries, this is an unmissable event for the Association, providing an opportunity to discuss child safety on the Internet with other stakeholders in the ecosystem and the children themselves, as well as making public our commitments to raising awareness of digital uses.
Launch of jeuxvidéoinfoparents.fr
In December 2009, the secretariat of’ÉState in the digital economy Nathalie Kosciusko-Morizet and the e-Enfance Association are launching gamesvideoinformationforparents.co.uk, a website bringing together practical information and detailed information on 700 video games.
This website aims to inform parents about a world they often know little about, providing practical information on video games, parental controls and the European PEGI rating system. The “VIP” mobile application will be released a few months later.
2010 – The year of recognition as a public utility

In April 2010, the Association reached an important milestone. by accessing the status as a recognised public interest organisation. State recognition concerning only 21% of French associations. Net Écoute is listed as a professional whistleblower with the police and specialised gendarmerie forces in order to guarantee preferential treatment of its reports of offences against minors.
The first agreements with Facebook and YouTube
At the same time, the Association also benefits from first agreements negotiated by the European Commission with Facebook and then YouTube, to benefit from direct and confidential access to their moderation services.
This status of trusted flagger enables priority alerts to be transmitted in order to have accounts or content harmful to minors removed.
Participation of the Association in preliminary work on the law on the liberalisation and regulation of online gambling
That same year, the e-Enfance Association participated in preliminary work on Act of 12 May 2010 relating to the opening up and regulation of the online gambling market.
It aims to prevent excessive gambling and protect minors. This law gives rise to the creation of the Online Gaming Regulatory Authority (ARJEL)), in which the Association is involved in preliminary work. Responsible for regulating and monitoring the supply of games on the Internet, it sets up specialised committees composed of qualified individuals from different backgrounds in order to examine issues related to online gaming in greater depth.
Justine Atlan, Director of the Ae-Enfance Association, is member of the first committee responsible for the clause review provided for by law, which considers the impact of market liberalisation on demand, particularly the effects of supply on vulnerable populations and addiction.
2011 – The year of the first ministerial plan to prevent bullying in schools

In 2011, Luc Chatel, Minister of National Education, Youth and Community Life, François Fillon's government, presents a plan for preventing and combating bullying at school.
“Cyberbullying is growing alongside the use of social media on the internet. We have not yet fully grasped the extent of this phenomenon. Yet these tools, with just a few clicks, combine several forms of violence, with no apparent risk to the perpetrators, while the victim is often left alone in front of their screen.”

National conference on bullying in schools
As part of this ministerial plan, the minister is implementing the
« National conference on bullying in schools »and announces a series of prevention and awareness-raising measures.
First measure, the signing of an agreement with the e-Enfance Association «against cyberbullying among pupils», on 6 June 2011, in the presence of the CNIL and Facebook. The e-Enfance Association provides the Ministry of National Education with as part of its plan to combat cyberbullying, her number Net Écoute and its ability to report to social networks.

2012 - The year in which the Association was approved by the Ministry of National Education
The Association obtains national accreditation from the Ministry of National Education.
With one in two children now using the Internet alone, the e-Enfance Association continues to develop its prevention initiatives in the field, targeting pupils, parents and professionals.
She obtains national accreditation from the Ministry of Education for its digital education initiatives, in schools, throughout the year, throughout the territory. The accreditation certifies that the Association's activities comply with the National Education programmes and the values of the Republic.
In 2012, 26% of the cases of violence handled by the Net Écoute service involved cyberbullying.
Net Écoute launches a free extension for the Google Chrome browser
In February 2012, Net Écoute launches a free extension for the Google Chrome browser : the Net Listen button, which provides access to practical resources for staying safe online and knowing how to respond if a problem arises.
Whereas 38% of 9-12 year olds are present on social media., although they are prohibited for children under 12, the Secretary of State for the Family, Claude Greff and the e-Enfance Association are launching, with the support of Facebook, l‘The Net application Élisten» on the famous social network. An application that is part of a media education policy, designed for the whole family, offering quick access to practical advice aimed at promoting responsible Internet use by everyone.
A song against cyberbullying featuring Patrick Bruel and La Fouine
In November 2012, the singer Patrick Bruel unveils in collaboration with the rapper The Weasel and in partnership with the e-Enfance Association, the song «Maux d'enfants».
In a interactive clip which resonates like a genuine awareness campaign, we discover the stories of several teenagers who have been victims of cyberbullying. At the end of the video, a text invites those affected by this problem to contact Net Élisten.
A true innovation, this initiative marks the Patrick Bruel's involvement with the Association as a patron began.
The Association obtains accreditation from the Civic Service Agency
That same year, the e-Enfance Association also approved by the Civic Service Agency.
Since then, it has welcomed, trained and supervised dozens of volunteers each year, with an average age of 22. Working in pairs, they run prevention workshops in primary and secondary schools.
2013 – The year the Association became a founding member of the EducNum collective
The e-Enfance Association calls on the government with the EducNum collective
The Association continues its commitment to promoting digital literacy for all by becoming, in October 2013, a founding member of the EducNum collective with the CNIL (French Data Protection Authority) and some organisms in the ecosystem.
The objective is to take up this cause with the government and make digital education the 2014 national cause.
The collective then presents First five concrete proposals, considered to be the most urgent and which will be developed and expanded upon:
- Launch a national event on digital education ;
- Create a collaborative platform for content available online for free; ;
- Produce and broadcast short formats in partnership with France Télévisions ;
- Create digital education modules for children aged 6–12; ;
- Launch digital awareness initiatives aimed at entrepreneurs.
2014 - The year the Association takes part in an international campaign against online harassment
The Association obtains national accreditation from the Ministry of Education.
A study conducted by the Ministry of National Education, 18% secondary school pupils have already experienced degrading behaviour in cyberspace.
Invited by RTL to comment on this increase in cyberbullying in secondary schools, Justine Atlan describes cyberbullying as a phenomenon characterised by strong desire to cause repeated harm on the part of the aggressor, sometimes accompanied by a desire for virtual, or even physical, death.
International campaign «Stop cyberbullying»
In response to the rise in cyberbullying, the e-Enfance Association is launching the International campaign «Stop cyberbullying». In partnership with BICE (International Catholic Child Bureau), it aims to empower everyone, especially young people, so that they are neither victims nor accomplices – even unwitting ones – of cyberbullying.

The Association is launching a harassment prevention portal in France in partnership with Facebook.
While social media platforms have been called out on several occasions for the rise in cyberbullying among teenagers, Facebook asks the e-Enfance Association to support her to launch the French version of its harassment prevention portal in France.
It aims to raise awareness and educate the public about the dangers of cyberbullying and offer practical support to those who need it, by redirecting users to Net Listening.
2015 – The year of the first National “No to Bullying” Day”

In October 2015, faced with the persistent sad figure of 700,000 pupils affected by bullying each year since 2011, Najat Vallaud-Belkacem, then Minister of National Education, Higher Education and Research under the Manuel Valls' government, holds a press conference to announce new measures, including the first national «No to Bullying» day.
This day marks the start of a new competition open to pupils at state and private schools under contract, the “No to Bullying” competition”. The e-Enfance Association, as a founding member of the national jury, has presented an award for this competition every year since its inception.
Video “They read us our nasty comments” with the Rose Carpet collective
In November 2015, the first female collective on YouTube, “Rose Carpet,” decided to join forces with the e-Enfance Association against cyberbullying. The video campaign “They read us our nasty comments.” has been launched, with the support of the Department for Education and its minister Najat Vallaud-Belkacem, to denounce the malicious comments that female YouTubers receive.
2016 – The year of the agreement with 119-Enfance en danger (Child in Danger)
An agreement with 119-Children in Danger
In 2016, an agreement was signed with the National helpline for children at risk 119 (SNATED), for a direct and priority transfer of incoming calls by Net Éreport concerning a child in a situation of abuse.
In 2022, the Association became a founding member of the new GIP France Protected Childhood who manages 119.
Revenge porn is recognised as a criminal offence.
As digital violence becomes more widespread, the French government is taking action by passing a law on 7 October 2016, the Digital Republic Act led by the Secretary of State for Digital Affairs Axelle Lemaire.
The Association contributes to the work and participates in its drafting. In this context revenge porn is recognised as a criminal offence even if the victim consented to the recording of sexual images.
A national campaign against cyberbullying on the second day of action against bullying
On the occasion of the second national day against bullying, that is the subject of cyberbullying which the Ministry of Education has chosen to take on account of its growing scale.
The Association is involved in the development of the official video “Liking is already harassment”, directed by Laetitia Bertheuil, which refers to the 0 800 200 000 number for cyberbullying.
Start of collaboration between the Association and DILCRAH
That same year, the e-Enfance Association began its work. closely collaboration with DILCRAH (Interministerial Delegation for Combating Racism, Anti-Semitism and Anti-LGBT Hatred) as preferred partner in the prevention and the combating discrimination and online hate speech among young people.
The support of ICDDR also intervenes to participate in the prevention of crime and radicalisation online which young people may fall victim to.
2017 – The year in which the Association became a founding member of the new cybermalveillance.gouv.fr initiative.
Creation of the cybermalveillance.gouv.fr platform
As part of its national strategy for digital security, in June 2017 the Government announced the establishment of a national support system for victims of cybercrime.
In the form of a public interest group (GIP) of which the e-Enfance Association is a founding member, thethe platform cybermalveillance.gouv.fr was then created, in order to to inform and guide businesses and government departments that have been victims of cybercrime against their computer systems.
A platform to protect children in the face of increasing reports of child pornography on the Internet
Concerned about the 1,441% increase in reports of child pornography content on the internet In France since 2014, the e-Enfance Association and Point de contact have co-signed an opinion piece in Le Monde in which they acall on industry and public authorities to join forces with them in their efforts to protect children on the Internet.
2018 - The year the Association became a member of ARCOM's Young Audiences Expert Committee
Association joins ARCOM's Young Audiences Expert Committee
The e-Enfance Association is a member of the ARCOM Expert Committee on the Protection of Young Audiences (formerly CSA) since 2018. This committee brings together individuals with diverse and complementary skills who are committed to protection of young people and minors on the Internet.
As a member, the Association provides advice and expertise on the protection of young people in audiovisual and digital media. She raises awareness young people, parents and educators to digital risks, develops recommendations for broadcasters and platforms, and participates in monitoring protection initiatives. It also contributes to the training for audiovisual and digital professionals on these issues.
First visit to Brigitte Macron's Association
December 2018 also marks the Brigitte Macron's first visit on the platform Net Listening, confirming its commitment to combating harassment in all its forms, including cyberbullying.
A few months later, she took part in a full day of activities organised by the Association at a secondary school of Val-de-Marne.
The Association participates in parliamentary work on the GDPR
Since 2018, the e-Enfance Association has been participating in parliamentary proceedings on the General Data Protection Regulation (GDPR).
On this occasion, the Association is consulted for dDefining the age of digital majority in France. The Association advocates for the age of 15 to align with the age of sexual consent. As part of the drafting of the text, it initiated the collection of dual consent of parents and children required for children under 15 when registering on a social network. The law will be enacted on 7 July 2023.
2019 – Launch of Super-héros du Net, the first digital awareness programme for 6–10-year-olds
Launch of the Internet Superheroes
Faced with the rejuvenation of children's equipment and habits, the need to take action from an early age raising awareness among children is essential.
Thanks to the sponsorship of the Google.org Foundation, The Association is breaking new ground by launching the first programme aimed at primary school pupils from Year 1 onwards., “The Superheroes of the Internet”. Integrated into the Ministry of Health's pHARe programme’ÉMinistry of National Education and Youth Against bullying at school, the programme teaches children how to avoid the risks of the Internet. In particular, it teaches them to identify different emotions using the superpowers of superheroes.
The beginnings of the Avia Law against hateful content on the Internet
On 21 March, Justine Atlan, Director of the Association, gave a speech. discourse particularly favourable to preventing overexposure to screens by children and parents from the earliest days.
It takes place during the symposium at the National Assembly dedicated to combating hate speech in the digital age, as part of the work related to the Avia Bill Proposal, in the presence of Mounir Majhoubi, Secretary of State for Digital Economy of Edouard Philippe's government, and of Laetitia Avia, Member of Parliament and rapporteur.
McFly and Carlito take a stand against bullying with e-Enfance
In June 2019, McFly and Carlito publish on their YouTube channel the short film «Unboxing», which addresses the issue of harassment. The film tells the story of a teenager who was ridiculed after a photo with his idols became a meme.
Through this video, the famous YouTubers raise awareness among their thousands of followers about harassment and promote the e-Enfance and Net Association Élisten, by sharing 0800 200 000.
The Association receives an official visit from Jean-Michel Blanquer, Minister of National Education and Youth, and Adrien Taquet
In November, for National Anti-Bullying Day 2019, the Association receives an official visit from Jean-Michel Blanquer, Minister of’ÉMinistry of National Education and Youth, and’Adrien Taquet, Secretary of State’ÉState responsible for child protection of Jean Castex's government.
They announce the increase in’extended opening hours for the Net Écoute helpline, until 8 p.m. on weekdays and 6 p.m. on Saturdays.
2020 – The year of COVID-19
Net Écoute remains open throughout lockdown
In March 2020, the phenomenon online violence is multiplied by the initial lockdown measures taken at the start of the global COVID-19 crisis. We are now seeing an explosion in the use of social media among young people, along with a rise in digital crime.
Net Écoute is one of the only numbers to remain open from the first day of the major lockdown in March 2020. The platform will remain open during all subsequent lockdown periods. She knows during this period a 441% increase in calls.
Enactment of the Avia Act
After months of parliamentary work with civil society and platforms, the Avia law is enacted in June 2020.
Despite the Constitutional Council's censorship of most of the text, it creates the Digital parquet flooring and the’Online Hate Observatory. Based within ARCOM (formerly CSA), this observatory is composed of members from various backgrounds (administrations, businesses, researchers and associations, including e-Enfance).
Creation of the Committee responsible for preventing minors' exposure to pornographic content by ARCOM and ARCEP
The Association has been asked to become a founding member of the Committee responsible for preventing minors' exposure to pornographic content at ARCOM (formerly CSA) and ARCEP (Electronic Communications Regulatory Authority), which will give rise to the website Iprotectmychild.gov.uk.
The "No to Bullying" day goes international
In November 2020, UNESCO, following French proposals, declared the first Thursday in November the International Day Against Bullying.
Lola Dubini becomes patron of the Association
That same year, the singer and comedian Lola Dubini is committed to combating cyberbullying alongside the Association as godmother. She herself a victim, she testifies about the harassment she experienced and invites victims to call Net Élisten.
2021 – The year Net Écoute becomes the national short code 3018
Adrien Taquet, Secretary of State for Children, announces the launch of the short number 3018
In response to the increase in requests from Net Édue to the Covid crisis, the Covid-19 Emergency Plan for Children of the government, represented by Adrien TaqueSecretary of State for Children of Jean Castex's government reveals the launch of the national short number 3018, free, anonymous and confidential, 1 June 2021. The number of call handlers has once again been increased in order to cope with the constant rise in calls.
e-Enfance / 3018 and La Voix de l'Enfant are taking legal action against ISPs to block pornographic websites without age verification.
While the Association is stepping up its efforts in the fight against cyberbullying, an increasingly worrying problem in our society, it remains steadfastly committed to its original cause: the protection of minors from exposure to pornography.
In September 2021, e-Enfance associations / 3018 and the Voice of the Child take legal action French Internet Service Providers (ISPs), in order to request that they block several pornographic websites accessible to minors without an age verification system, in violation of the Act of 30 July 2020.
After being rejected in the first instance and on appeal, the Court of Cassation overturns the Court of Appeal's ruling in October 2023 and confirms that associations may request the courts to order ISPs directly to block access to a pornographic website that has been made illegal due to its non-compliance with the 2020 law.
Signing of an agreement with the National Gendarmerie
That same month, the Directorate-General for national police force (DGGN) and the e-Enfance Association / 3018 have signed a partnership agreement formalising a long-term collaboration between the two institutions. The Association has been working with the National Gendarmerie for several years to strengthen the protection and care of young victims of digital violence. This collaboration focuses in particular on the training of all police officers working in family protection centres (MPF) and victim support services.
Participation in the creation of the website jeprotegemonenfant.gouv.fr
In October 2021, the Association participle to the creation of the website Iprotectmychild.gov.uk with the various institutional and associative actors involved in promote sensible and reasonable screen use among minors.
In addition to contributing to content and selecting referenced resources, she is responsible for answering parents' questions on the website.
