20 years of commitment to combating online harassment and abuse of minors
The 2025 Annual Report sets out the main initiatives undertaken to tackle bullying at school, cyberbullying and digital violence against minors. It reviews the year’s highlights and the key figures for the 3018, preventative measures, the Observatory’s work and the partnerships established to strengthen the protection of children and young people in the digital environment.

The year 2025 was marked by several major initiatives that reinforce the e-Enfance / 3018 Association’s mission to prevent, support and protect minors from digital violence.
A year to gain a better understanding, prevent and take action
Establishment of the Observatory
The Observatory of anti-bullying and online abuse of minors
enables us to analyse emerging trends and act on feedback from the field
in terms of resources.
Launch of the Youth Group
The Youth Group directly involves teenagers in the Association’s discussions,
in order to take better account of their views, practices and expectations regarding these issues
bullying, cyberbullying and digital issues.
Report on 3018
The 3018 reaffirms its role as the national reference service for listening to and supporting,
to provide guidance and take action in response to online harassment and abuse.

More than 40 partners joined forces with the Association in 2025.
Prevention and support
In 2025, the Association’s teams continued their prevention work across the country.
From primary school to secondary school, the workshops help young people to better understand the different uses
online, to recognise situations of harassment and to identify the right steps to take when seeking help.
Using the field as a lever for public action
Cases supported by the 3018 service, preventative interventions and the work of the Observatory
inform the Association’s advocacy work with public authorities, institutions and platforms.
The aim: to strengthen the protection of minors in the digital environment in the long term.
