20 years of commitment to combating online harassment and abuse of minors

The 2025 Annual Report sets out the main initiatives undertaken to tackle bullying at school, cyberbullying and digital violence against minors. It reviews the year’s highlights and the key figures for the 3018, preventative measures, the Observatory’s work and the partnerships established to strengthen the protection of children and young people in the digital environment.

New for 2025

The year 2025 was marked by several major initiatives that reinforce the e-Enfance / 3018 Association’s mission to prevent, support and protect minors from digital violence.

A year to gain a better understanding, prevent and take action

Establishment of the Observatory

The Observatory of anti-bullying and digital violence against minors enables us to analyse emerging trends and turn feedback from the field into resources.

Launch of the Youth Group

The Youth Group directly involves teenagers in the Association’s discussions, in order to better take into account their views, their behaviour and their expectations regarding the issues of bullying, cyberbullying and digital technology.

Report on 3018

The 3018 service reaffirms its role as the national reference point for listening to, supporting, advising and taking action in response to online harassment and abuse.

Committed partners

Institutions, associations, educational organisations, platforms, businesses and local authorities: more than 40 partners joined forces with the Association in 2025.

Prevention and support

In 2025, the Association’s teams continued their prevention work across the country. From primary school to sixth form, the workshops enable young people to better understand digital behaviour, recognise situations of bullying and identify the right steps to take when seeking help.

Using the field as a lever for public action

The cases handled by the 3018 helpline, preventative measures and the Observatory’s work inform the Association’s advocacy work with public authorities, institutions and platforms. The aim is to strengthen the protection of minors in the digital environment on a long-term basis.
