Transparency Report 2025: what the 3018 reports reveal

The e-Enfance / 3018 Association publishes its first transparency report as a trusted signaler, designated by Arcom, in accordance with the European Digital Services Act (DSA).

This report is based on an analysis of all the requests received and situations dealt with by 3018 in 2025. It highlights the recurring mechanisms of digital violence targeting minors, which are still insufficiently taken into account by current systems.

What is a transparency report?

In 2025, 3018 received almost 124,500 requests, including 44,028 were processed. More than a quarter of cases required several exchanges, confirming that support for victims is a long-term process.

Furthermore, a quarter of victims are under the age of 11, This illustrates the increasingly early exposure to digital risks.

The consequences of this digital violence on mental health can no longer be ignored: 3018 received more than 150 calls for suicidal crises, or one every two days, an increase of
3,000 % in ten years.

Mechanisms moving towards less regulated areas

The situations dealt with reveal a recurring pattern: initial contact with the victim on a digital platform, followed by a switch to private messaging.

However, these private messaging areas are not subject to the same regulatory obligations as social networks. This zone of lower visibility leaves more room for the pursuit of criminal acts. grooming, from sextortion or even paedocriminality.

More than half of the situations handled by 3018 are part of this dynamic, which illustrates the gradual shift in violence towards less controlled areas that are harder to detect.

3018's role as a trusted signaller

As a trusted signatory, the e-Enfance / 3018 Association plays a central role in the digital ecosystem.

Every day, around two situations dealt with need to be passed on to the authorities, whether the courts, specialist services or child protection agencies.

⚠️ Poor moderation by platforms:
TikTok alone accounts for more than 3 times the volume of reports than Instagram and more than 4 times the volume of reports than Snapchat.
- on Snapchat, YouTube and Facebook, more than half of all reported content remains online
- on X, almost 3 out of 4 contents are not removed
- in almost all cases, refusals to withdraw are not accompanied by any explanation

Regulation is about more than just removing content

The findings of this report call into question the effectiveness of current responses. In addition to the removal of content, the situations observed call for a more global approach to the protection of minors online.

  • taking account of victims' backgrounds ;
  • better coordination between platforms, messaging services and authorities ;
  • strengthening of risk prevention and reduction obligations.

This report shows that the protection of minors cannot be based solely on the logic of withdrawal after the event. It also presupposes an ability to identify repeated dynamics, prevent risky relationships and take more proactive action.

A key step towards strengthening the protection of minors online

This first transparency report marks an important step. It highlights the need to strengthen a continuum of protection that is commensurate with the realities experienced by minors online.

Protecting children online cannot be the sole responsibility of a single player. It requires the coordinated mobilisation of platforms, public authorities and players on the ground.

- set deadlines for processing alerts
- strengthen age verification
- improve cooperation between platforms, public authorities and child protection stakeholders
- move from a simple logic of content removal to a genuine logic of protection of minors
