The e-Enfance/3018 Association becomes France's first «trusted reporter», appointed by Arcom

3018 has become the first trusted flagger designated by Arcom in France. This status, provided for under the Digital Services Act (DSA), strengthens its ability to flag and have content harmful to minors removed from the main digital platforms.

Protecting children from digital violence

The e-Enfance/3018 Association, a leading player in France for protection of children against cyberbullying and digital violence, is honoured to be the first French organisation to obtain trusted signatory status.

What is a trusted signaller?

A trusted reporting body is an organisation recognised by a competent authority, such as the’Arcom in France, to report potentially illegal or harmful content to digital platforms. Under the Digital Services Act (DSA), reports made by a trusted reporter must be given priority by the platforms concerned.

A status that confers upon the 3018, national helpline against online harassment and violence, a enhanced role in removing harmful content and accounts from major digital platforms. (social networks, platforms, messaging services, online games, pornographic websites, etc.) 

Beyond our actions to reporting and removal of content from digital platforms for many years, the 3018 is now the reference number in France on the reporting of content that does not comply with EU or Member State laws on minors. In the event that a platform refuses to take appropriate measures, this new status will make it possible to take action. collect relevant information so that regulators can penalise platform breaches or digital players.

And as part of the obligations of the DSA (European Digital Services Regulation) we are committed to publishing an annual report on reporting activities. This must specify the number and nature of reports made, as well as the measures put in place to ensure transparency and effectiveness of the system.

What is the role of a trusted whistleblower?

The status of ‘trusted flagger’ enables organisations recognised for their expertise to report suspected illegal or harmful content to digital platforms. Under the Digital Services Act (DSA), these reports are given priority treatment to ensure a swift response when content infringes the rights of users, particularly minors.

For the e-Enfance Association / 3018, this initiative forms part of its ongoing work to protect children and young people from cyberbullying, digital abuse, online blackmail, identity theft and the unauthorised sharing of intimate images.

Why is the status of a trusted reporter important?

The designation of 3018 as France’s first trusted flagging organisation strengthens cooperation between the e-Enfance Association, digital platforms and regulatory authorities. This status helps to speed up the processing of reports, strengthen the protection of minors and increase transparency regarding actions taken against illegal online content.

It also contributes to the more effective implementation of the Digital Services Act, which aims to hold large digital platforms to account and enhance the safety of internet users across the European Union.

A commitment reinforced by an annual transparency report

As a trusted flagger designated by Arcom, the e-Enfance / 3018 Association publishes an annual transparency report in accordance with the requirements of the Digital Services Act (DSA). This report sets out key data on the reports processed, the content reported, the trends observed and the actions taken in conjunction with digital platforms.

This publication helps to ensure greater transparency regarding the work of the 3018 unit and to provide a better understanding of the issues surrounding the protection of minors online.
