The 2019 theme: «Together, we are strong against harassment”
In 2012, the first day dealt with rumours, slaps and insults, as bullying in schools can affect all pupils. This year, the Ministry's campaign aims to present the effectiveness of positive group dynamics that provide support active support for victims and combating harassment.
In line with this, the platform NetEcoute.co.uk 3018 of the e-Enfance association enables witnesses to play an active role in combating harassment.
Highlighting the strength of the collective in the face of school bullying serves as a reminder, on this day of action, of all the measures available to witnesses and victims.

The script for the 2019 awareness campaign is based on the scenario from «Harassment, I say no to you»., video that won the special mention «communication professionals» in the «No to harassment" competition »2018 organised in more than 1,300 schools. The actors in the clip are the pupils who initiated the project at the Toulouse-Lautrec secondary school in the city of Toulouse.
The clip's role is to promote the image. the added value of the role of collectives and their stance in harassment situations, thereby promoting the values of respect and kindness within a school.
Giving victims and witnesses the tools and means to put an end to bullying is key. This awareness-raising advert will encourage students and staff to reflect on how to break the group dynamics that allow bullying to continue over time, perpetuating a power imbalance that is so harmful to the victim.
The importance of e-Enfance
The majority of cases of bullying at school continue on digital devices. To address this issue, the e-Enfance association operates the 3018 service, a national helpline providing assistance and reporting cyberbullying.
By highlighting the witness's assistance and actions, the awareness clip aims to provoke reactions from viewers, all of whom are potential witnesses to scenes of harassment, in order to encourage them to intervene in the future.
It is also important to remember that harassment is punishable by French law. Here is a brief summary of the penalties incurred by individuals who choose to engage in harassment.
Reminder of the legal framework governing bullying at school
Bullying is when a pupil or group of pupils repeatedly subject a classmate to aggressive comments or behaviour. Acts that constitute bullying include mockery, harassment, humiliation, insults, etc.
They lead to a deterioration in the victim's living conditions, which manifests itself in particular through anxiety, a decline in academic performance and depression.
Perpetrators of school bullying aged over 13 years old may face prison sentences (from 6 months to 18 months) and fines. The measures and penalties applicable to minors under the age of 13 fall under specific devices.
Even after a complaint has been filed, the role of Net Écoute.fr 3018 is significant because it enables the victim to be taken care of and actions to be taken on digital tools (deletion of posts, management of social media accounts).
The actions of the Ministry of National Education promote the values of respect and kindness within a fraternal school. The aim is to prevent all pupils from becoming victims or perpetrators of bullying through awareness-raising and action by everyone.
